The North Texas Regional Center of Innovation and Commercialization (RCIC) acts as the regional agent for the Texas Emerging Technology Fund (ETF) Committee to identify, evaluate and provide matching funding for new technology projects with the aim of increasing cooperation between industrial, financial, and academic entities, and of creating new commercial entities based on those technologies to establish new technical industry sectors in the region. In addition, the RCIC identifies and evaluates non-state funded research projects with commercial potential that are candidates for matching grant support from the ETF. The RCIC will make recommendations to the state governing board for the ETF, which will make final decisions on awards.
The regionally-funded North Texas RCIC operates under the existing 501(c) 3 Alliance for Higher Education (AHE). The strategic leadership of the RCIC is done by a Board of Directors with up to 26 members who include representatives from business, economic development and educational communities across the North Texas Region.

The commitment of the North Texas RCIC is maximize:
- Knowledge of and access to the TX Emerging Technology Fund (EFT) for all potential North TX participants and other stakeholders.
- The number of proposals from the North TX Region receiving funding.
